In the presence of the Presidents of Ukraine and the PRC, on December 5, 2013 in Beijing, the Ministry of Health of Ukraine and the State Administration of the PRC for Traditional Chinese Medicine (hereinafter - TCM) signed a Memorandum of Understanding between the Ministry of Health of Ukraine and the State Administration of Traditional Chinese Medicine of the People's Republic of China regarding cooperation in the traditional Chinese medicine industry.
Earlier, the Sub-Commission on Cooperation in the Field of Medicine of the Commission on Cooperation between the Government of Ukraine and the Government of the People's Republic of China established a joint Coordination Council in the field of BMT, which will be responsible for the selection, control and management of cooperation projects in the field of BMT.
The Memorandum itself states that both parties will select organizations executing the Memorandum, which will be responsible for the actual implementation of its provisions.
The Memorandum is intended to strengthen and direct the development of cooperation in the field of TCM between Ukraine and China, both at the state level and between industry organizations. The parties will promote cooperation in the field of TCM on the basis of equality and mutual benefit, compliance with the laws and regulations of Ukraine and the PRC.
The Memorandum states that the first of the practical measures of cooperation is the implementation of the agreement signed between the presidents on December 5, 2013 - the creation of a BMT medical center in Kiev, in which it will be possible to provide medical services in the field of BMT.
This center will become a starting point in the creation of standards and rules for the provision of TCM services in Ukraine. In joint work on the creation of the center, the Chinese side will provide technological support and assistance in creating BMT standards, obtaining qualifications by personnel, and introducing medicines and equipment in the field of BMT.
In turn, the Ukrainian side will be responsible for the introduction of a special regulatory policy. It will include the issues of obtaining the necessary permits for the operation of the BMT medical center as a medical institution: obtaining licenses for the professional activities of BMT specialists and the legal use of medicines and equipment in order to ensure the smooth operation of the BMT medical center. Based on the results of cooperation, a standard model for the creation and management of such centers will be determined, which will make it possible to implement this experience throughout Ukraine.
For the introduction of TCM in Ukraine, assistance will be provided for: exchange and cooperation on education, research activities and professional training of personnel; cooperation in the field of legislation and standardization of TCM in Ukraine; development of medical tourism and other areas.
